Channel improvements upstream have increased the amount of water captured by the dam to the point that in high rain the dam wall threatens to burst. There are two courses of action possible to alleviate this problem. Raising the dam wall or increasing the size of the spillway.

This a dependent clause; it cannot
stand alone as a complete sentence.

 

Which sentence from the following texts is a sentence fragment?

Diversion directs water away from the dam and threatened area through the various methods discussed. While downstream improvements allow the water to flow past the threatened area more easily. This hybrid construction approach, although arguably more costly, has improved environmental consequences.
